The measures pointed out that the environmental protection department should strengthen the supervision of heavy pollution industries (chemical industry, medicine, steel, printing and dyeing, papermaking, electroplating and other industries). Encourage qualified areas to gradually formulate charging standards according to the enterprise environmental protection credit evaluation grades carried out by the environmental protection department, establish a dynamic adjustment mechanism according to the five grades of green, blue, yellow, red and black, and increase the sewage treatment fee of enterprises rated as "red" by no less than 0.6 yuan / m3; For enterprises rated as "black" and rated as "red" for more than two consecutive times, the additional standard of sewage treatment fee shall not be less than 1.0 yuan / m3; For areas that do not have the differentiated policy according to the environmental protection credit rating of enterprises for the time being, the sewage treatment fee of heavy pollution industry is still 1.5 times higher than that of general industry and commerce.

According to the requirements of the measures, the local urban drainage competent departments, together with the finance and price departments, shall clarify the specific list of enterprises implementing the differentiated charging policy, the additional charging standard of sewage treatment fee and the starting and ending time of implementation according to the environmental protection credit evaluation results of enterprises in the previous year published by the environmental protection department to the society every year; The implementation period of the differentiated charging policy is one year. After the environmental protection credit evaluation result of the enterprise reaches the "yellow" level or above in the next year, the implementation of the differentiated water price will be stopped. The additional sewage treatment fee shall be paid by the collection unit to the finance at the same level and shall not be used for other purposes.

The measures also point out that by the end of 2016, the average charging standard of sewage treatment fees for cities above the county level in southern Jiangsu should be adjusted to 1.5 yuan / m3 to 2.0 yuan / m3, and the average charging standard of sewage treatment fees for cities above the county level in Central Jiangsu and Northern Jiangsu should be adjusted to 1.2 yuan / m3 to 1.6 yuan / m3; The charging standard of sewage treatment in established towns shall be levied according to the average of no less than 0.6 yuan / m3 and 0.4 yuan / m3 in southern Jiangsu and other regions respectively.
